Quick Start Guide

Welcome to the New Mexico Public Regulation Commission (NMPRC) Public Portal! This guide will help you get started based on what you want to accomplish.

I'm New Here - Where Do I Start?

The NMPRC Public Portal allows you to:

  • Browse public dockets and documents (no registration required)
  • Submit public comments on regulatory matters
  • File formal complaints and requests
  • Request public records under IPRA
  • Manage company registrations and filings

Decision Tree: What Do You Want to Do?

You don't need to register!

You can:

  • View all public dockets and documents
  • Search for specific cases or filings
  • Read public comments
  • Access company information

Get Started:

  1. Visit the Public Portal Homepage
  2. Click Dashboard to browse dockets
  3. Use Advanced Search to find specific information

Time Required: No registration needed - start immediately!


Submit a Public Comment

Registration is optional!

You can submit public comments:

  • Without registering - from the public landing page
  • With a free account - for better tracking and management

Get Started:

  1. Option A (No Registration): Click Submit New on the homepage → Select Submit Public Comment
  2. Option B (With Account): Register as Tier 1 User → Login → Submit from dashboard

Time Required:

  • Without registration: 5-10 minutes
  • With registration: 15-20 minutes (one-time setup)

File a Formal Complaint

Registration required (Tier 1 or Tier 2)

A formal complaint initiates a legal proceeding with the NMPRC. You'll need:

  • Details about the issue
  • Supporting documentation
  • Company/utility information

Get Started:

  1. Register for an account (choose Tier 1 if you're an individual)
  2. Log in to your dashboard
  3. Click Submit NewSubmit a Formal Complaint
  4. Follow the Formal Complaint Guide

Time Required:

  • Registration: 10-15 minutes
  • Filing complaint: 20-30 minutes

What Happens Next:

  • Your complaint is reviewed by PRC staff
  • You'll receive email notifications about status changes
  • Once accepted, it appears in the public docket system
  • Check status in My Dockets section

Request Public Records (IPRA)

Registration required (Tier 1 or Tier 2)

The Inspection of Public Records Act (IPRA) allows you to request public records from the NMPRC.

Get Started:

  1. Register for an account (Tier 1 is sufficient)
  2. Log in to your dashboard
  3. Click Submit NewSubmit IPRA Request
  4. Follow the IPRA Request Guide

Time Required:

  • Registration: 10-15 minutes
  • Submitting request: 10-15 minutes

What Happens Next:

  • Your request is acknowledged within 15 business days
  • PRC staff may request clarification
  • Documents are provided in your preferred format (digital or printed)
  • Track status in My IPRA Requests section

Attorney or Company Representative

You need Tier 2 access

Tier 2 users can:

  • File new dockets
  • File into existing dockets
  • Register and manage companies
  • Submit formal filings

Get Started:

  1. Register for an account
  2. During registration, select "Yes, I will be filing" and choose your role:
    • Licensed attorney (including pro hac vice)
    • Paralegal employed by an attorney
    • Docket management personnel
    • Pro se filer
  3. Wait for approval (typically 2-5 business days)
  4. Once approved, you'll receive an email confirmation

Time Required:

  • Registration: 15-20 minutes
  • Approval: 2-5 business days
  • First filing: 30-45 minutes

What Happens Next:

  • PRC staff reviews your registration
  • You'll receive an approval email with login instructions
  • Once logged in, you'll see Tier 2 options in the Submit New menu

Register a Company

Tier 2 access required

Companies must be registered before filing dockets or formal proceedings.

Get Started:

  1. Ensure you have Tier 2 access
  2. Log in to your dashboard
  3. Click Submit NewRegister New Company
  4. Complete all required company information
  5. Follow the Company Registration Guide

Time Required:

  • Company registration: 20-30 minutes
  • Approval: 2-5 business days

What Happens Next:

  • PRC staff reviews your company registration
  • Once approved, the company appears in My Companies
  • You can then file dockets on behalf of the company

User Types Explained

Tier 1 User (Basic Access)

Best for: Individuals, consumers, public commenters

Can do:

  • Submit public comments
  • Submit rulemaking comments
  • File formal complaints
  • Submit IPRA requests
  • View all public dockets and documents

Cannot do:

  • File new dockets
  • File into existing dockets (except own complaints)
  • Register companies

Registration: Immediate access after registration


Tier 2 User (Full Access)

Best for: Attorneys, paralegals, company representatives, pro se filers

Can do:

  • Everything Tier 1 can do, plus:
  • File new dockets
  • File into existing dockets
  • Register companies
  • Manage company information

Registration: Requires approval (2-5 business days)

Common First-Time Questions

Do I need to register?

It depends:

  • No registration needed: Browsing, searching, submitting public comments
  • Registration required: Filing complaints, IPRA requests, docket filings

How long does registration take?

  • Tier 1: Immediate access (5-10 minutes to complete)
  • Tier 2: 2-5 business days for approval

What if I'm not sure which user type I need?

Start with Tier 1. You can always request Tier 2 access later if needed.

Can I change my user type later?

Yes! Tier 1 users can request Tier 2 access from their Profile page.

What information do I need to register?

  • Name, email, phone number
  • Mailing address
  • Password (meets security requirements)
  • MFA method (phone or email)
